This is the website (in English, and pretty easy to figure out), and I think oekaki is the word you're looking for. Maybe. Possibly. :)

The US yahoo site is ok as well, though it has different outfits and such (some of the Japanese ones look nicer...). I just finished my icon, using their site as a base...
